In October 2005, Haq Parast Taluka Nazim Mr. Sabir Hussain Qaim Khani took over the charge and informed all the officers of TMA Latifabad, about his vision and the work to be done along with his priorities. He also heard patiently the difficulties of officers and promised to make the remedial while taking them in confidence to work with honesty and responsibility. Like other Departments the Regulation Department also started its work on immediate basis.

LAND SECTION:

Shah Latifabad just like a Satellite Town, it was made for the Muhajir people who migrate to Pakistan to live after the creation of Pakistan in 1947, and its different types of quarters and plots were given on much cheaper cost and in easy installments. Despite of 55 years passed the residence of Latifabad did not paid a few hundred rupees and thousands to the Government under a systematic way arrears were recovered from them with which increasing income of Land Department was made. For the first time in Latifabad Twenty Thousand Files of plots are being freshly arranged in order and computerized. In Land Department a very important work done was from the time of establishment of Pakistan till update all the mosques, madarsas, existed without any legal documentation and the property rights. A survey was carried out of all these mosques, madarsas making them as legal while issuing them the legal documents.

TAX SECTION:

The Tax Section of Regulation Department is also a very important one. The condition of this action was also worst this section was also reorganized. In the first phase survey of Latifabad was carried out. According to the vision of Sabir Hussain Qaim Khani vision it was decided to pay attention to the fact that new resources be created in order to save the poor citizens from the menace of Tax.
In this connection help was sought from Senior members of the Council and resources were created and established for huge income and the old tax schedule which was not revised since 20 years, with the help and cooperation of Trade Union Chamber of Commerce and the citizens related to different categories it was remade in such a way that the TMA started receiving income of two (2) crore rupees every year. Resulting which TMA able to stand on its own pillars.

KATCHI ABADI SECTION:

One of the important section of Regulation Department. in 1979 under Martial Law Regulation all the government places, and the illegal occupants on the plost were 
decleared as Katchi Abadies and allo these poeple were issued Enrollment slips and after this field books were to be prepared after necessary survey followed by the rights of proprietorship, but no such attention was given on the same, which was accordingly the right of this section and thereafter the citizens were also in tension. Due to the special attention and interest out of 56 Katchi Abadies 35 were regualized and properietorship have been also given to them and a survey conduction has been started. In this connection the most important was the lease of ancient area belonging to Tando Mir Ghulam Hussain unit No. 9 which was one of the works done by the Haq Parast Nazim. Moreover all the Katchi Abadies were shifted to alternative place and converted for the purpose of spots. For example Afzal Ground its occupants were given Latifabad No. 4 as an alternative place to live and thus the ground meant for sports was protected and reinstated.

ENCROACHMENT SECTION:

Before the taking over of present authorities this section of TMA was just only a show but for no purpose as there were only two officers and no such staff Haq Parast Nazim realized
the importance of this section and got it organized again by granting them manpower. Suitable vehicles, and started the function of this section by arranging the duties in two shifts i.e. Day and Night. By getting removed all the encroachments it was also considered not to put the pureeing people in trouble; but to take them in such confidence with the incompletion of an arrangement that they may not disturbs or block the traffic. Simultaneously all the older areas were recovered. For examples the Scout Ground Survey 27 and the other encroachments; the staff with its day and 
night efforts made them able for the easy flow of traffic.
